Public comment continues on proposed regulations to establish a program for short-term rentals—meaning rentals of 30 days or less— Monday, Nov. 23, Wednesday, Nov. 25 and throughout December. The regulations would only apply in unincorporated Clackamas County.
How to make your voice heard:The public will have a chance to comment either in writing or at any of the hearings, which will be held on Zoom. Here are the dates of the hearings:
- 6:30 p.m., Monday, Nov. 23: Planning Commission meeting and public hearing on proposed changes to the Zoning & Development Ordinance (ZDO). The link to the Zoom meeting is available at www.clackamas.us/planning/planning-commission; click on the link for the Nov. 23 meeting.
- 10 a.m., Wednesday, Nov. 25 (rescheduled from Nov. 19): Clackamas County Board of Commissioners will hold a second public hearing on proposed regulations to add to the County Code. - 9:30 a.m., Wednesday, Dec. 9: Board of Commissioners Land Use Hearing on proposed ZDO changes. The link to the Zoom meeting is available at www.clackamas.us/meetings/bcc/landuse; click on the link for the Dec. 9meeting.
- 10 a.m., Thursday, Dec. 17: The Board is scheduled to take action on the proposed the Zoning and Development Ordinance amendments at its regularly-scheduled business meeting.

Background on short-term rental regulations and zoning in Clackamas County
Clackamas County defines a short-term rental, or vacation rental, as a dwelling unit, or portion of a dwelling unit, that is rented to any person or entity for lodging or residential purposes, for a period of up to 30 consecutive nights.
The Board of Clackamas County Commissioners is considering adopting the registration program and regulations into the County Code. Additionally, the Board and Planning Commission will consider adopting enabling amendments to the county’s Zoning & Development Ordinance.
The draft regulations include provisions for short-term rental owners to register with the county and pay a fee, and for enforcement of the regulations to be carried out by either the Sheriff’s Office or Code Enforcement, depending on the issue.
The first reading on establishing a registration program and regulations in the County Code for short-term rentals was held remotely on November 5. The video of that meeting is available at www.clackamas.us/meetings/bcc/business.
The hearing originally scheduled on Nov. 19 has been moved back to Nov. 25 to allow commissioners to attend the annual conference of the Association of Oregon Counties.
